A prerequisite that is not mentioned is that the class being leveled must be a class with the Turn Undead feature. e.g. If you are dual classing Spirit Shaman and Cleric, then the feat will not be available when leveling Spirit Shaman even if all the prerequisites are met. So, plan the level upgrade sequences accordingly.
This feat CAN be selected on any General Feat level, as long as the prerequisites have been met (see above). As of 06-2025.

This feat is particularly useful for high CHA characters, especially weaker ones such as Sorcerers, though four paladin or three blackguard levels must be taken instead of spellcasting ones to achieve it. The fact that Divine Grace is also gained at paladin/blackguard level 2 offsets this somewhat.
